2008: Katy Freeway ‘re’opens

The Katy Freeway reconstruction project was completed in late October, marking the end of six years of continuous traffic congestion in West Houston.

The project, which began in 2003, involved the renovation and widening of a 23-mile stretch of I-10, as well as the addition of toll lanes in both directions.

When preliminary plans were being drawn in 2001, funding for the reconstruction project was short by more than $500 million and completion scheduled as late as 2016.

The $2.8 billion project was then undertaken and funded through a tri-party agreement between the Texas Department of Transportation, Harris County and the Federal Highway Administration. The project was the most the most significant reconstruction project undertaken by the Houston TxDOT district to date.


Preliminary results of a Texas Transportation Institute study show that average morning commute time has been reduced by 15 minutes; the average afternoon commute by 12 minutes.

Now that the project has been completed successfully and all lanes of the roadway have been opened, West Houston residents and I-10 commuters will be able to spend less time stuck in traffic and more time enjoying life in 2009.
