DETCOG executive director receives national recognition

The National Association of Regional Councils (NARC) has awarded the prestigious Walter Scheiber Leadership Award to Walter G. Diggles, Executive Director of the Deep East Texas Council of Governments (DETCOG).
The award, given annually by NARC, recognizes the significant impact an executive director of a council of governments has made at the local, state and national levels.
Since 1990, Mr. Diggles has served as executive director of DETCOG, a voluntary association of counties, cities, independent school districts, river authorities, soil and water conservation districts, hospital districts and sustaining private industry members in a 12-county region of Deep East Texas.
During this time Diggles has served on the Executive Directors Council of the National Association of Regional Councils (NARC) as well as the Executive Director’s Council Chairman for the Texas Association of Regional Councils (TARC).
He was appointed as chairman of the OneStar National Service Commission by Texas Governor Rick Perry. He also serves on numerous boards and civic organizations throughout East Texas including the Executive Board of the Three Rivers Council of the Boy Scouts of America and the Pineywoods Economic Development Partnership.
Diggles has served as Senior Pastor at the New Lighthouse Church of God In Christ for over 25 years and serves the as a District Superintendent for the Houston Region of the Churches of God In Christ Denomination.
DETCOG has provided a forum where local officials can achieve regional objectives and face diverse community challenges together, can engage in long-range planning and public policy coordination, and can provide technical assistance and services to effectively strengthen the rural community.
Common issues such as transportation, aging, housing, youth services, criminal justice and emergency preparedness are addressed through cooperative solutions and regional efforts.
“Having known and worked with Walter Diggles for last 20 or so years, I admire him as not only a local leader, but for his regional, state and national work. Walter is an example to be held up to all not only for her governmental work, but because he also touches so many lives through his church and civic work. It was a pleasure to nominate him for this award and I am thrilled he is the recipient,” said NARC Past President and Polk County Judge, John P. Thompson.
In his response, Diggles thanked the DETCOG Board and his wife of 34 years, Rosie, for her support and for the honor of serving the Council for over 25 years. He credited his success to the support of his family, his professional staff and board leadership that has made DETCOG one of the most progressive and successful COGs in the nation.
