Man arrested for alleged underage sex-trade solicitation

The Precinct 5 Constable’s Office arrested Paul William Herbst, 31, at his home on Country Oaks off of FM 1486 Tuesday afternoon after receiving a fax from the San Antonio Police Department. The fax regarded a warrant, which accused Herbst of criminal solicitation with intent to commit aggravated sexual assault of a minor.
San Antonio police learned about Herbst’s alleged solicitation through its four-man online investigation team, SAPD Detective Anthony Smith said.
“He was soliciting a 37-year-old woman to have sex with his 12-year-old son; and he wanted to have sex with her 8- and 12-year-old daughters,” Smith said. “This guy is not right.”
Although Smith would not reveal the details about the investigation, he admitted that the 37-year-old woman assisted police.
Smith said he has evidence showing Herbst, who has no prior criminal record, allegedly entered into the same types of conversations with three other women.
“I’ve been in law enforcement for 27 years; and, until I started doing these investigations in 2001, I never realized people could be this sick,” Smith said.
Criminal solicitation with intent to commit aggravated sexual assault of a minor is a second-degree felony charge, punishable by two to 20 years in prison and up to a $10,000 fine. As of Wednesday afternoon, no bond had been set for Herbst, who awaited extradition to Bexar County, where San Antonio is located.
“Literally, within two hours of receiving the fax, he was sitting in the county jail,” Precinct 5 Constable’s Capt. Chris Jones said. “When we receive cases like this, they become our number one priority.”
Precinct 5 deputies Jeff Buchanan, Troy Bennett and Scott Collins, as well as, Cpl. Billy Masden and Jones assisted with the arrest. While at Herbst’s home, they seized two computers as evidence.
