Pit bull attack victim in good condition

By T.L. Hamilton
Updated: 11.28.08
An 8-year-old Willis-area boy who was attacked by pit bull dogs on Wednesday is in good condition, according to Lisa Lagrone, operations administrator with Memorial Hermann - Texas Medical Center in Houston.

Justin Bowers was flown by Lifeflight helicopter to the hospital after pit bull dogs attacked him while he rode his bike on Royal Shores Drive in the Royal Forest Subdivision, said Mark Coley, a neighbor and friend of the family.

The subdivision is in an unincorporated area of Montgomery County east of the city of Willis.

Coley said the boy suffered injuries to his shin, calf and underarm and had to undergo at least two surgeries.

“It’s unbelievable what dogs can do to a human and how quickly it all happened,” Coley said.

Since the family does not have insurance to cover medical bills, Coley and other friends of the family have set up a fund at Washington Mutual Bank, with the proceeds to go to the Bowers family.

Coley said donors can ask bank tellers to apply their donations to the “Justin Bowers Fund.”

“He’s a good little kid,” Coley said. “He was just riding his bike and they attacked him. If his dad, Lester, wouldn’t have been there I don’t know what would have happened. His dad said he couldn’t run fast enough to get there. They really tore (Justin) up.”

Bernard Belvin, president of the subdivision’s homeowner’s association, said he’s tired of residents disobeying the county’s leash laws, which apply to the area. It states that dogs must be either on a leash or in a fenced yard or pen, he said.

“We’re getting desperate with this dog situation,” he said. “It’s getting to where people think they’re immune to the law, and unfortunately we do not have the type of police presence in the subdivision to enforce it.”

Belvin said the subdivision hired a constable specifically to patrol the subdivision due to the lack of police presence.

“He’s doing a great job, but he can only do so much,” Belvin said. “We have a lot of people who disobey but we have a lot of wonderful people out here too, and those are the ones I’m trying to protect.”

After the attack occurred, Lester Bowers described the dogs he saw attacking his son to the authorities, and Animal Control picked up two pit bull dogs they believe are responsible in addition to others from the neighborhood that bore resemblance to Bowers’ descriptions, said Lajeane Thompson, administrative manager for Montgomery County Animal Control.

The two dogs Animal Control officers suspect are both pit bull breed, one with brindle, or tiger-like, stripes and another with brown and white coloring.

The other dogs will likely be returned to their owners, she said.

Officials with the Montgomery County Sheriff’s Office could not be reached for this story.

" My prayers are with this boy and his family.

The dogs guilty of this will be put down - as they should.

Pit bulls, just like many a dog left to their own devices will pack up and attack animals and humans, they are doing what comes natural to them. The humans involved are the ones to blame, not the dogs, not the breed. Pit bulls are a more dangerous animal because of their strength and tenacity, they are not for everyone, but yet anyone can own one. Usually the more ignorant the owner the more dangerous the pit bull.

People please be responsible for your pet, do everything in your power to contain your animal, research the breed, training, and dog behavior BEFORE you put you, your pet, and everyone else in danger.

This is a tragedy, poor boy, but please don't grow mob mentality and attack the breed. Educate Yourself! "

" Rino where is it wrong that the animals were taken into custody after attacking a child? Montgomery County has a leash law for dogs and yes for cats as well. If I dog is roaming the neighborhood and the owner does not have the common sense or the courtesy to contain the animals and they attack ANY person - then YES the county has the right to take that animal.

The owner of the dogs is facing serious legal issues on more than one count and can and more than likely will face some very stiff fines if not jail time!

If I am not mistaken they owner of the dogs have been reported more than once and possible ticket(s) have been written.

If you are going to own a dog then you need to take care of that animal. If my little dog gets out I am out on foot looking for the little beast! She is a very sweet 12 lb snuggle pup!

So, Rino IF your dog is roaming the neighborhood attacking children your dog will be confiscated and there is nothing you can do about it without being arrested on the stop yourself.

It is good to hear that Justin is doing much better. Hang in there buddy! "

"..The Clifton study of attacks from 1982 through 2006 produced similar results. According to Clifton study, pit bulls, Rottweilers, Presa Canarios and their mixes were responsible for 65% of the canine homicides that occurred during a period of 24 years in the USA.."

so, sheloveperson, are you asking us to do as you say ("Educate Yourself!") - that which you seem not to have done yourself ? "

drivermommy: perhaps you should read the 1st article,

in which it says "Mary Berger, a neighbor who lives near the house the pit bulls were taken from, said she gave her white one-year-old bull mastiff puppy up to authorities.

“I know my dog, Pearl, didn’t do it, but I just wanted to cooperate with them,” Berger said"

that sort of insinuates that all pit bull/mastiff types were "collected" by the authorities (the "innocent" to be returned to their owners at a later time) "

" rino says "The county can confiscate all dogs in the area???????????????????"

The county only confiscated the dogs that were running loose and not leashed / housed by their owners. If you leave your gun unattended and laying around the neighborhood, you can rest assured it will be confiscated... hopefully before someone gets hurt.

Freedom IS dangerous. By retaining our civil liberties, such as gun and dog ownership, we put everyone around in danger. I prefer having these liberties, but I am also personally responsible for any problems that arise from owning these items. With freedom comes responsibility. While some people act like this means "personal responsibility", it doesn't really work that way. Just as we must stand together to gain our freedom, we must also work together to retain our responsibilities. I will keep my 2 dogs under control, on my property, or I will accept the penalty that everyone prefers. If my neighbors see my dogs roaming free, they need to notify me and the proper authorities for the safety of my neighborhood.

Maybe these maverick pitbulls just needed more lipstick. "

" I am truly saddened by this tragedy. The saddest part of it all is that it probably could have been prevented. We dealt with three pit bull type dogs that roamed our neighborhood barking and growling at anybody that passed by for over a year. We called MCAC multiple times and officers came out, but would either say they could do nothing because the dogs were back on the property or they would issue a citation ( after about 6 months). We began taking pictures to give to AC officers showing the dogs roaming the neighborhood. My neighbors even got a pic of the dogs growling at them in the middle of the street. Still nothing was done. One of these dogs was a female that produced puppies twice a year. She was improperly fed and was constantly roaming to find food and becoming increasingly aggressive in "defending" her food sources. One of her food sources was my bird feeder, where she was literally eating peanuts and grain dropped by the birds. One night I had to drive my neighbors from across the street home because they wouldn't let them pass. We called AC but it was after hours and they were "too busy" unless somebody had been bitten. I called the Sherriff's dept and they said it wasn't their jurisdiction.
We finally went to the offices of MCAC and spoke to the superviser. He went through the file and noted dates etc. We asked where the written complaints and pictures we filed were and he stated that the officers used those complaints to issue citations if necessary. Again we asked where the compliants were. He said the officers probably disposed of them. We again showed him the pictures and finally (after about a year) they took it before the judge and had the dogs declared dangerous. The owners had 30 days to comply with 6 foot fencig and insurance or the dogs would be seized. On day 42 the dogs attacked and severly mauled a basset hound on the street. Finally the dogs were taken. we went to court on the date as witnesses. The owner showed up and claimed no english (all forms are in english and spanish) Fortunately the judge said that was no excuse and gave the order to have the dogs euthanized. On our way out of court Ms LeJean Thompson looked at us and sneered "Well he obviously cares for his dogs he's crying like a baby."
Throughout the whole year long ordeal we were made to feel as though we were just trouble makers and Ms. LeJeans parting shot was no better. If animal control would enforce the laws in place and not act as though concerned citizens are bothering them, tragedies like this could be avoided.
Besides the fact that these dogs were a ticking time bomb with no restraint or control, alowed to roam free and scavenging for food, one of my main reasons for going so aggressively after the owners of the dogs?? I own 2 American Pit Bull Terriers and I knew that if something were to occur, that my well behaved dogs would pay the price. So please do not lump all "pit bull" owners together, most of us are well adjusted law abiding citizens just like you. For myself, my grandfather and my father both owned this breed and they are the only breed I would own. "

" First of all Lifeflight is RED, PHI is YELLOW. Second the fiorst dog was taken after a two hour search through the neighborhood and was found in the woods. The second was found in the yard of a young lady who lived about 100' from the intersection of the attack. She said it was possible one of her dogs, DeeDee did it but not her other dog. She was quite upset the boy was hurt. The yard where the attacking pit bull came from was fenced and nobody home. One question I have is why would you have rabbit cages stacked in the same yard that you have a pit bull? Several neighbors even commented that live rabbits were being fed to the dog named CAMMO. Something is wrong here. In a subdivision with children running around. Another neighbor even stated a woman pushing a baby stroller was charged by the dogs earlier in the week. I will say I am glad animal control did not worry about hours or overtime and kept two oficers out there until almost nine oclock walk, not riding looking for the dogs. "

Ummm what mentality would that be Whiskey? Reasonable and concerned that loose and vicious dogs were running the neighborhood and would eventually attack a human? Worried that the actions of these animals would prime people like you to come after my pets? I'm not going to comment on your level of comprenhension or mentality. I have read many of your posts and know that it will just lead to more name calling. If I want to get into that I'll just argue with the 6 year old down the street. "

" I am so glad the boy is apparently gonna be OK. I live in the neighborhood. My twins are in the Army Reserve and run nearly every night. They're 21 but I still make sure they alway run together because of all the unleashed dogs in our neighborhood. We keep our dogs on a leash at all times. Even taking them by leash to a chain to let them outside for several times a day. Still I worry that a loose dog will come into our yard and attack my dogs who are restrained. The dog problem here is such that I always look outside before I go to my car! My neighbor has two labs that get loose all the time and tear up our trash all over the driveway. You don't wanna be there at 6:00 am when my husband is trying to go to work but can't because he can't even pull out of his own driveway without running over trash!! I have yet to call the law because I really don't want trouble with my neighbors and I'm sure these dogs are very sweet. But really people it's not that hard to take care of a dog. If you let it run loose you don't need to have it. Someone mentioned cats. When was the last time you heard of a housecat attacking and killing someone?! And we don't see any cottonmouths or copperheads at all anymore. "

" It's a shame it took the little boy getting attacked for animal control to do anything about the dogs. I know some people in Mcrae Lake that have problems with their neighbors pit bull getting out. He's killed their dog, animal control did nothing, he attacked the peoples dog beside them with their little girl just feet away, animal control did nothing, the dog went after someone jogging down the road, and you guessed it animal control did nothing. So animal control how many people have to get injured or die before you do your job? After all if that little girl didnt run screaming into the house while her dog was being attacked this story could be about her....and yes she and her dog were in a fenced in back yard but yet Otis the pitbull was not!!! " SO HAPPY TO HEAR THAT HE BOY IS DOING FINE! AND HAPPY TO HEAR THAT THE DOGS WERE CAUGHT! I LIVE IN ROYAL FOREST AND HAVE SEEN MY SHARE OF PITS RUNNING FREELY IN THE NEIGHBORHOOD, EVEN SOMETIMES WHEN MY CHILDREN ARE OUT PLAYING. I HAVE TRIED TO TRAIN MY KIDS ON HOW TO ACT AROUND DOGS AND HOPE THEY UNDERSTAND THAT ALL DOGS ARE NOT NICE. THEY ARE JUST KIDS THOUGH. WE WATCHED THE AIR AMBULACE COME AND LAND. IT TOOK THEM A WHILE TO FIND A CLEAR PLACE TO LAND DUE TO ALL THE TREES IN OUR NEIGHBORHOOD, BUT THEY DID AND GOT THE BOY TO THE HOSPITAL. I DO WANT TO GIVE PRAISE TO THE MCAC FOR STAYING UNTILL THE DOGS WERE CAUGHT. THAT WAS RELIEVING TO HERE THAT THE DOGS WERE NOT GOING TO BE GIVING US ANY MORE TROUBLE. I HAVE SEEN THE BRINDLE IN MY YARD BEFORE. MY DOGS ATTRACT OTHER DOGS. I HAVE 2 LABS, NOT THE ONES THAT lainie SPOKE ABOUT. MY LABS STAY IN MY YARD AND THEY NO BETTER THAN TO GET INTO THE TRASH. PLUS THEY ARE WELL FED I'LL HAVE YOU KNOW;) THERE HAVE BEEN TIMES WHEN THEY HAVE GOTTEN LOOSE BUT LET ME JUST TELL YOU I AM IN MY CAR LOOKING FOR THEM WHEN THEY DO. IT HAPPENS TO EVEN THE BEST PET OWNERS BELIEVE ME. I DONT WANT THE DOG POUND TAKING MY DOGS. I STRONGLY BELIEVE THAT IF YOU ARE GOING TO HAVE A DOG......ANY KIND OF DOG YOU SHOULD KEEP IT ON A LEASH OR IN YOUR YARD. DOGS DONT NEED TO BE RUNNING AROUND FREELY, THATS HOW THEY GET HIT BY CARS OR TAKEN. MY NEIGHBORS HAVE ONE OF THOSE LITTLE MIX BREEDS, SOME SORT OF SHITZOO OR WHATEVER. BUT THEY JUST LET THE POOR THING RUN UP AND DOWN OUR STREET AND ITS ALWAYS HUNGRY. SOMETIMES IT WILL TRY AND STEAL MY DOGS FOOD AND THATS USUALLY NOT A NICE SITE TO SEE. I AM AFRAID THAT THE DOG IS GOING TO COME OVER ONE DAY WHEN IM NOT WATCHING AND MY DOGS ARE GOING TO KILL HIM. MY DOGS DONT LIKE TO SHARE THEIR FOOD ESPECIALLY WITH SOME LITTLE YAP YAP DOG. IVE TRIED TO TELL THEM ABOUT IT AND THEY JUST ACT LIKE ITS NOT A BIG DEAL. SO ANYWAYS, IF YOU ARE GOING TO BE A PET OWNER PLEASE BE A RESPONSABLE ONE! "

I live in the Royal Forest Sub. not far from where the attack happened. And the first dog was found at his house in fact under the back side..I was there when they pulled him out.The little dog pearl the white one was on the chain the whole time she was never off.I seen that when I got there right after it happened. As for stray dogs we have a pack that live on our end of the sub. and they are always up and down the rode trying to get to other dogs, people walk by they go out after them.I have had the pound out here for them but they just try to get them to come to a bag of dog food. Then they say well we can not get them and leave. The Wed when this happen the same pack was going after the pound guys.I know they had the other dogs on there mind but they have not been back out to get these..People lets just don't make it out that only PIT'S ATTACK!!!All I can say is if any of the pack come in my yard they are gone.I have 3 dogs of my own.ANY DOG CAN TURN BAD "

" I wish Montgomery County would do a big sweep and pick up all the loose dogs out here. We can't walk around the block or ride our bikes due to fear of exactly what happened to Justin. If Animal Control would take the dogs when they are called out then there wouldn't be so many out here. If the animal runs back to their yard they won't do anything. Even though there is no fence, no leash, no owner home and they just saw the dog in another yard. This isn't the first time someone has been attacked by a dog out here either. "

sneaky wrote on Nov 29, 2008 9:20 AM:

" I agree with Jayne. That's the same problem they have in Mcrae Lake. Otis the pitbull runs around as he pleases attacking and killing other peoples dogs who are in their own fenced in yards and chasing after people jogging down the road and yet animal control doesn't do a thing. I bet if they even fined the owner just one good time she would finely be a responsible owner. Since animal control does nothing to them, they do nothing to control their animal.Let that dog injure or kill someone and see what happens!!! "

mrs. do gooder wrote on Nov 29, 2008 7:06 PM:

" Joeyjo: GOOD JOB! Keep taking photos and documentation. And you were right about animal control in our area. They don't care. They allow my neighbor to have a non exhisting fence, and live at 2 locations. They are not required to put up dangerous dog signs, which is State Law. There is so much they don't do. Including return phone calls, or document who is calling about dangerous dogs.

W.E.: Your comments are admirable.

I am desperate for Montgomery County to do something about my neighbors dangerous dogs. The Honorable Judge T. Spikes deemed these dogs dangerous, and they have been given approximately 15 citations. But these people STILL let their dangerous dogs run.

I am angered even more reading this article, as I reported it over and over again to protect the children and people in my community. I told the judge I had a moral and legal obligation to do what is right and report it. (Despite the neighbor retaliating, which we have 20 documented incidences of harassment, damages, and retaliation to our property to the sum of $7,000. It got so bad, the judge ordered the neighbor to stop harassing and stop retaliating against us.)

I am angry as the judge also ordered me NOT to call animal control any more, when I see these dangerous dogs out again. (As he does not want to euthanize the dogs). So the neighbor knowing I obey the law, lets the dogs run as she see's fit.

In the last 60 days, I have had 3 incidences where 3 different neighbors came angrily at me thinking the dangerous dogs were ours. They complained to me with angry words and flying fists, saying the dogs were dangerous and they were afraid they were going to be bit. I agreed with them.

Still the dogs run. What will it look like when a story in the paper comes out after these dogs bite, saying I warned the judge, who ORDERED me NOT to report them out any more? (My photos never lie, I GOT new ones for evidence. Including one of his deputies watching the dogs chase. This Lieutenant said he wanted to be subpoenaed as a witness. But animal control does not return my calls. 3rd time. The deputy never spoke to the judge, and the dogs still run.)

So am I to go to jail or fined by following the law reporting my neighbors dangerous dogs still out, even if it means I anger a judge who ordered me not to tell?? I certainly do not mean it to be a measure of disrespect to the court, but a measure of safety to the community.

When others complain but their complaints mysteriously do not exist with animal control, who is to blame? The neighbor, the judge, animal control, the deputy who said he was going to come forward? I can be held blameless, at least in the eyes of God who will be my final judge. After all, it is a crime against Texas State law NOT to report dangerous dogs chasing in the community. Especially when they have been a year earlier deemed dangerous dogs by a judge in Montgomery County, Texas. So how can he ask me NOT to tell? Isn’t that breaking law, and against common sense? "

Irresponsible pit bull owners always share common traits: they're irresponsible, trashy, and they don't care about anyone else, including their neighbors. I would offer good old Otis the pit bull some ground beef mixed with rat poison before he got my dog or my young son. If the lawmakers and enforcers won't do anything, it's time to take the law into your own hands! "
