Generator thieves apprehended

On the morning of September 16, 2008, the Liberty County Sheriff's Office (LCSO) received a report of a portable generator theft, stolen from a residential garage in the Rye area of Liberty County. A suspect and vehicle description was dispatched over the radio, but responding deputies were unable to locate the suspects.

Later that afternoon, LCSO Captain Chip Fairchild and Deputy Tommy Koen had stopped at the Happy Chap convenience store in Hardin to discuss ongoing hurricane recovery logistics. The deputies saw a truck matching the suspect vehicle description heading south on SH 146. They also noticed two portable generators in the bed of the truck. The deputies headed south on SH 146 after the truck, and they radioed ahead for assistance. State trooper Rob Willoughby spotted the truck and stopped it in Liberty on Main St., at the Budget Food store.

The deputies immediately recognized one of the generators as described in the burglary report from earlier that day. The second generator, along with several power tools were presumed to be stolen, due to the conflicting stories of the truck's occupants. The complainant in the burglary case came to the scene and had his property returned to him. The other items were collected as evidence and transported to the Sheriff's office in Liberty.

Arrested at the scene were: Richard E. Weaver, 27, of Dayton; Kenneth Lee Mays, 35, of Concord, VA.; and Stacy N. Neel, 30, of Groves, TX. All three were transported to the county jail and booked-in for the offense of Burglary of a Habitation.


Sheriff Greg Arthur stated, "The investigation into the source of the additional property is ongoing. Our deputies did a good job in keeping an eye out for suspected criminal activity, while still tending to their additional duties in the huricane aftermath." Arthur also said, "It is in the best interest of all property owners to record the make, model and serial number of all expensive items like the generators involved in these offenses. Should a theft or burglary occur, it aids the investigators and significantly increases the odds of a victim's property being recovered for them."
